Micro, small and medium enterprises (MSMEs) are the backbone of India’s industrial economy. MSMEs not only play a crucial role in providing large employment opportunities, at comparatively lower capital cost than large industries, but also help in industrialization of rural and backward areas, thereby reducing regional imbalances, and assuring more equitable distribution of national income and wealth. MSMEs are complementary to large industries as ancillary units and contribute enormously to the socio-economic development of the country. The sector contributes significantly to manufacturing output, employment and exports of the country.

   MSMEs, though important, face a number of problems which have resulted in their retarded growth. Inadequate working capital, lack of information to access domestic and international markets, shortage of trained personnel and obsolete technology are the major barriers to the growth of MSMEs in India. In the post-WTO agenda, domestic markets have been opened up for imports, creating severe competition for the local industries. At the same time, it has created opportunities for small industries to tap global markets.

The growth of the MSMEs sector must be a central focus of India’s manufacturing strategy. This sector is the foundation for a strong manufacturing area providing greater employment with less capital. It has a complementary relationship with large industries because it supplies components and inputs to them. It is the entry point for workers and entrepreneurs who move through it to large-scale enterprises. Dr. Mitali Chinara is currently an Associate Professor in the Department of Analytical and Applied Economics, Utkal University, Bhubaneswar, where she teaches post-graduate students and guides scholars in their M.Phil. and Ph.D. courses. She finished with highest grades in her Masters class in Analytical and Applied Economics at Utkal University, Odisha. She continued her academic voyage, doing M.Phil. and later Ph.D. in Economics. Before returning to her alma mater as a member of faculty, she taught myriad courses at the undergraduate, graduate and post-graduate levels in state colleges across the length and breadth of Odisha for close to 20 years. She specializes in economics of social sector, quantitative techniques, econometrics and macroeconomics. With numerous research papers, books and consultancy reports to her credit, she has delivered keynote addresses at several national and international conferences.

     Dr. Himanshu Sekhar Rout is the Head of the Department of Analytical and Applied Economics, Utkal University, Bhubaneswar. He has 17 years of teaching and research experience, and has nine books and more than fifty research papers, published in national and international journals, to his credit. He is the editor-in-chief of the biannual journal Manthan: Journal of Commerce and Management and a Member of the editorial board of the journal Utkal Economic Papers. His teaching domain includes macroeconomics, public economics, health economics, economics of education, Indian economy and research methodology. His main areas of research are social sector economics (health, education, and gender) and intellectual property rights (IPRs).
